In a tightly contested vote, House Republicans passed a sweeping budget bill that could reshape the regulatory and technological landscape in the United States for years to come. This legislation, dubbed the “One Big Beautiful Bill Act,” introduces significant changes affecting artificial intelligence oversight, climate initiatives, consumer protection, border security, and healthcare coverage.
Moratorium on State AI Laws
One of the most controversial provisions is a 10-year moratorium that strips states of their authority to regulate artificial intelligence and automated decision systems. This move would halt hundreds of AI-related bills currently under consideration or already enacted at the state level. The broad language could also impact regulations beyond traditional AI, potentially affecting many automated systems.
Supporters argue this moratorium is necessary to foster innovation and keep U.S. companies competitive globally, especially against China. OpenAI has notably promoted this approach. However, critics warn it could undermine protections against algorithmic discrimination and limit states’ ability to experiment with tailored AI oversight models.
Some Republican senators, including Marsha Blackburn and Josh Hawley, have expressed reservations, emphasizing the importance of federalism and sensible oversight to protect individual liberties. Cuts to Green Energy Tax Credits
The budget bill proposes significant reductions to Biden-era climate incentives. Renewable energy projects would face early termination of credits and new restrictions, potentially stalling many initiatives.

Consumer Financial Protection Funding Caps
The Consumer Financial Protection Bureau (CFPB) would face further funding restrictions, limiting its ability to oversee financial services and protect consumers from issues like foreclosure and credit card fraud. The bill caps CFPB funding from the Federal Reserve to 5% of the system’s operating expenses, down from 12%.
Increased Border Surveillance Funding
The bill allocates billions for border security enhancements, including $46 billion for wall construction and $12 billion to reimburse states for border enforcement. It also dedicates $1 billion to drug detection technology and $2.7 billion for advanced surveillance systems such as ground sensors, drones, and integrated towers.
Restrictions on Gender-Affirming Care
Healthcare plans purchased through the Affordable Care Act marketplace starting in 2027 would be prohibited from covering gender-affirming treatments such as hormone therapy and surgeries. Medicaid coverage for these procedures would also be barred for minors and adults, while coverage for detransition would be required.
